President Ferdinand “Bongbong” R. Marcos Jr. has called Congress to convene in a special session on June 17 to deliberate on priority legislative measures aimed at strengthening social protection, education, healthcare, and government assistance programs amid ongoing national challenges.
Under Proclamation No. 1318, signed on June 15, Marcos directed lawmakers to act on several pending bills that have already reached advanced stages in the legislative process.
The move comes as the government continues to address the impacts of recent natural disasters, including the magnitude 7.8 earthquake that struck parts of Mindanao, as well as ongoing energy concerns.
“The challenges confronting our people demand urgent action. Families affected by the recent earthquake in Mindanao require immediate assistance. Students need continued support to pursue their education. Our senior citizens deserve better healthcare. Our children must have better nutrition and vulnerable sectors need stronger protection,” he said.
Marcos emphasized that government services and public welfare should remain a priority regardless of the congressional calendar.
“The needs of the Filipino people do not pause when Congress is not in session. The government must continue to respond, and the welfare of every Filipino must remain our highest priority,” he added.
Among the measures identified for consideration are the proposed National Center for Geriatric Health Act, amendments to the Government Assistance to Students and Teachers in Private Education Act, the Assistance to Individuals in Crisis Situations Act, amendments to the Universal Access to Quality Tertiary Education Act, the Last Mile and Geographically Isolated and Disadvantaged Areas Schools Act, amendments to the Masustansyang Pagkain Para sa Batang Pilipino Act, the Anti-Political Dynasty Law, and the Presidential Merit Scholarship Program.
Senator Juan Miguel Zubiri welcomed the President’s call for a special session and expressed the Senate majority’s readiness to act on the proposed measures.
He said lawmakers are prepared to discuss healthcare, education funding, assistance programs, and pending appointments before the Commission on Appointments (COA).
“We in the majority welcome the call for a special session on June 17, and we are ready to do our mandate, work hard and help the Senate act on urgent matters before us,” he said, adding that the session is scheduled to begin at 9 a.m.
The special session will also allow the COA to deliberate on pending nominations and appointments to key government positions, including posts in the Cabinet, military, and foreign service, ensuring continuity and stability across government institutions.
The Palace expressed confidence that lawmakers would prioritize measures aimed at improving the welfare of Filipinos and set aside political differences to address pressing national concerns.
